Aligning stakeholders for the PP TUNAS public outreach programme, helping educators understand the policy and their role in implementing it.

The Challenge
The programme involved the Ministry, regional governments, education authorities, schools, and teachers. During a major event in Bali, the school holiday period affected the original plan. The programme needed to adapt while keeping stakeholders aligned around its communication objectives.
Our Approach
We put shared understanding before operational decisions. Coordination, programme format, and the participant experience were shaped around helping each stakeholder understand their role and communicate the policy consistently.
What We Delivered
- Aligned communication across central and regional stakeholders.
- Coordinated with provincial, city, and regency governments, education authorities, and schools.
- Adapted the programme format to changing field conditions.
- Organised an interactive dialogue attended by approximately 260 teachers from across Bali.
- Managed stakeholder journeys, the VIP experience, venue flow, and programme execution.
- Kept communication touchpoints aligned with the policy’s objectives.
The Outcome
The programme was delivered with participation from teachers representing different regions across Bali. It supported the Ministry’s objective of strengthening educators’ understanding of PP TUNAS and demonstrated how stakeholder alignment could keep communication consistent while the programme adapted to field conditions.
Why It Matters
Public outreach depends on the institutions and people responsible for communicating a policy. Building their shared understanding helps a programme remain coordinated and resilient.
